You should do this this immediately on arriving at the airport. We did see a few people who got in the lines for the airline check-in and then were disappointed when that had to go back first to pay their departure tax (–be sure to keep the receipts with you during check-in!).
At SJO, we were met curbside by a baggage handler who courteously helped us through the entire process. This was definitely a boost to us first-timers!
